The $ 1.1bn Second Penang Bridge - partly financed by an $ 800m loan from the Chinese government - was built by the state-owned China Harbour Engineering Company ( CHEC ) together with Malaysia-based UEM Group .

UEM is executed on 10 standard test functions , and the results are compared with those of both EM algorithm and genetic algorithm by using the same parameters . The results indicate that UEM improved the precision of the obtained solution and the UEM algorithm is effective .
